advice and consent of City Council.
Carol Fredericks was
not approved/nor even submitted to City Council for approval.
Also, since
Fredericks is not a current City employee, she is not eligible to serve on an
"acting" basis either.

Council President William Marsh is investigating this at this moment ...
and, looking to potentially remove Fredericks from this
position immediately.
