Tibbitt confirms that
Penn Gaming has offered Atlantic City $ 50-million up front ... with no
"strings" attached.
This is twice the
amount of the CRDA offer. It should be noted that the CRDA offer is only a
loan, which must be repaid within 18 months.
Look for the CRDA to be
forced to sharpen their "pencil."
