Jim Whelan will NOT exercise his authority of Senatorial Courtesy to block it. Therefore, despite the fact that he is telling insiders that he doesn't want this nomination to proceed, he is unwilling to stop it. And, he has the single-source power to stop it.

So, no matter what Whelan says privately, he is supporting this nomination, because he is unwilling to oppose it.
